Default Reprogramming transponder keys/ key fobs

Does anyone have directions for reprogramming a 2005 Tacoma immobilizer Key,(someone who works at Toyota) I have googled directions but I want to confirm. I need to add a key and remote for my sisters truck.

I also would like to know if on a 2006 Chevy Colorado there is a way to add an additional remote, so far everything I have read says you have to go to the stealership, (most of those threads are 2 years old) Surely someone has figured a way to do this without having to pay satan $100+ to do this. Do you have to have a GM techII scanner?
