What is the compression and timing on it? Any leaks?

Having ITB's you no longer have the IACV.. the cold might give it some trouble starting, but not running after it has warmed up.

The timing/cam issue will affect the ability of the motor starting in the adverse conditions (cold).

As for the motor running rough (running on three cylinders) check the spark on each plug to make sure they are firing.

Some more information about the car is needed to make a "bench" decision. Maybe have the original owner come out and work on it with you?

Definitely.

My B17 shut down, I checked this and that.. all I needed was a new distributer.
