did the previous owner change timing belt or something...?

to me sounds like its the missing or misplaced washer for the lower timing belt gear..

time to get your hands dirty...

ok so i took it all back apart, took off crank pulley and crank gear... there's suppose to be a washer on both sides of the crank gear? there's none... tensioner doesn't look bent but imma replace anyways... but there's suppose to be a washer on each side?

edit: there is one of the washers on the engine side... but none on the other side of the crank gear. is that the problem?

Yes, there should be one on both sides. It kinda centers the belt, its not flat.
