Default Lack of power 1990 civic hatch

My father in law has a 1990 civic hatch with base engine, D15? The motor seems to have good response, and a linear increase in power as throttle is applied. It's abnormally lacking in power from a start(takes more clutch than it should to start) and seems to have generally a lack of horsepower throughout the band. Compression is good, timing is dead on. We are thinking it's a worn camshaft. Over 200K on engine. Anyhelp is appreciated.

haha a 1990 civic is gonna be slow man, but i would check change fuel filter, plugs, wires, cap and rotor. should help alot and prolly wont cost too much. but definaltly change the fuel filter
