I'm going to say no.
the radiator has a fan so if it doesn't get air flowing to it (stoplights) your car won't overheat. your IC doesn't have a fan, it needs the air flowing to it to cool it down.

why even have an IC then? it's going to get heat soaked sitting right next to the engine, getting no airflow whatsoever.
if you're going for a concealed look, paint it black. i had to barely cut my bumper, and my IC is rather large.
