idling problem
doesnt have a pcv valve, b16 head(doesnt have the port to the valve cover, b20 bottom(doesnt have the black box on the back of the block), new throttle body gasket, ive adjusted the ignition timing all the way both ways, and does the same thing, new cap and rotor
well my car fluctuated when it was first started after a long period of time till it became warmed up, then it idled extremely low (like 200 rpm) and today shad happened to mention that the iacv has two sensors on the back and i had the wrong one plugged in, so he swapped them and the car runs perfect now with no cel or idle issues.
check that, it may be it may not. i mean i overlooked that for a few months.
try it.

Maybe a leak with the intake manifold gasket? I know you said the gasket is new and I know you said you checked the TB gasket. Spray a little starting fluid around the intake manifold and see if it surges
Just throwin it out there.
Let it warm up with the radiator cap off too, air pockets in the cooling system can do fruity crap to a car too
