Default idleing problem

im having a problem with my cars idle, sometimes when im at a stop light it idles in the 500-600 and sometimes lower. sometimes it sounds/feels like its gonna cut off. but this only happens sometimes and most of the time it idles around mid 700 to 800's
also i dont know if the same problem could effect my gas millage but i dont seem to be getting the normal Honda gas millage its low 20's last time i checked like 21-22

engine is a '95 b18c if that helps any

thanks in advance for any help

**update**

i unplugged the wrong thing, it was the Throttle position sensor so i guess that wouldnt help at all...so today i unplug the IACV and its seemed to really fuck up my idle so iono

and im still clueless on the gas mileage

any cels? old O2 sensor, old spark plugs, an ecu not meant for your swap... getting tuned would increase gas milage
