The wire on the HID plug that plugs into the factory headlight harness is swapped. Should be two wires, ground and +12 volt - Swap the +12 wire to the other free spot in the plug.

Sometimes on most kits the plug at the bottom of the ballast is made wrong.
Its supposed to plug in one way with the clip but if you flip it and plug it in it should fix your problem

I had a set of Xenon high lows, nice kits, plug and play..took about 20min with basical tools and never had an issue.
