h22a swap wiring issue?
Car is a 96 prelude (obd2 its an oddball) with a h22a jdm swap and the ecu is a p13-900 which i believe is obd1 due to the jumper harness from ecu to conector.
What I have done so far
Replaced fuel pump
Replaced bad fuel line now it gets fuel to the rail just not on injectors
The injectors are low imp reading 3 ohms
The car has a resistor box
gets spark and tries to turn over just not fuel
the immobilizer light is green so we are good there
all grounds are tight
Any and all ideas would be appreciated.

No fuel at the injectors? assuming you've pulled them to see if they cycle. No CELs? Did the car run before?
Just to be safe, pull one of the injectors and check the part number. Just to make sure they are the low imp ones.

No cels, they are low imp. They tested at 3ohms . I bought the car from a friend. It ran with a h22 then it was swapped for the Jdm h22a. Since the swap it does not run

Have you checked to see if the injectors are actually firing? I don't know what you've done with that because you've got another thread looking for injectors and haven't bridged the gap.
