Default H22: Idle problem

When the car first starts, it stays at a constant 3000 idle. After the temperature reaches normal, it will sit between 2000 to 2500. There is no intake (btw, ill buy a short if you have it) and there is a free hose that connects from the intake to the valve cover area. Hoping its not, but may be the TPS. I had a 6th gen hatch with an h22 that did the same thing but the TPS was zip tied when i got it. Go figure. The TPS on this doesnt look like it was tampered with. Tomorrow I will check for a vacuum leak. Check engine light is on. I was told from the previous owner that it had some head work on it. I have a `95 Prelude VTEC, if I was to take it to advanced auto and have it scanned, is it OBD I or what scanner do I use? Oh yeah, it is running very rich (smell comming from exhaust).

if the motor/ecu are prior to '96, it's OBD1
OBd2 is 96+ (in case youre swapped or something)

Is this h22 usdm or jdm? I dont think the problem is your tps, normally (from my own experiences) when the tps is shot, the idle will fluctuate and not sit steady at all (you'll also throw a cel). You may want to try adjusting your base idle. It could be as simple as your idle adjustment screw loosened a bit. Its a common problem in eg h22s, not sure if its the same for the actual lude guys.

you could just jumper your maintenance plug yourself and count the cel flashes.
