Default Fog Lights

I just recieved my foglights (99-00) and was wondering if anyone has cut their bumper to install them. The honda-accessories site says to drill the seven holes then cut along the tangent of the circles. I have heard of people just using a dremel and following the scheme that honda left on the back of the bumper. What is the best way to cut the bumper?
