Default fog light problems

i just order some replacement fog lights an i cant get them to work im prettuy sure i have them grounded off and iknow there the right blub but i cant get thwem to turn on...any cluess? the car is a 1991 da btw.

pics? More info. Do you know how to wire shit? Is there a relay off the oem turn signals /parking lights, or is it run off accessory and a switch, which is illegal btw. Also they need to turn off with the high beams as well.
