Default ecu tuning

i have a 96 civic with a ls motor i bought an 0bd1 ecu that was chipped and socketed for hondata s100...can you still tune that on chrome or no

Yes, all that matters is the program on the chip. If the program was made with Crome, fine, if it was made with Hondata, fine too. Once the ECU is prepped (socketed, etc) it can use a chip from any of the standard software packages, because they all edit the same type of program that the ECU runs.

Obviously if you want to use the Hondata software you have to have the little Hondata board (S100, etc) which is just a copyright key. Hondata added some stuff to the stock ECU code so that the ECU looks for the little Hondata circuit board and the ECU won't operate unless it detects it. That's all the S100 board does though, it doesn't actually add any functionality to the ECU. Clever people.

Do you have the little Hondata S100 board?

Oh, well if you already have the S100 board, you can take it to a tuner who uses the Hondata software. Whatever you do, if you want to do tuning yourself, you'll need to buy an EPROM programmer (sometimes called a "chip burner") and some chips. A tuner will have all of that already.
