Default timing problems read for details

we got everything on and all the wires are connected and in the right spots and everything works properly except the idle.......the ECU is throwin a code 14.....(the light blinks 14 times) and according to the Haynes manual for my car.....(91 crx DX) it says that that code is the EAC Valve??? we have done everything that the book says and it still aint all gravy....it will rev between 1 a 2g it wont stay at idle it jumps between 1g and 2g and if we cut the car off and the reset the ECU and do it again but it still wont work rite???? there was water in the block when we checked the oil too after we put the new head on so im guessin the head is bad or cracked or something.....we got a brand new head gasket and all the gaskets are brand new. and has smoking problem (white smoke) can you help me out its been in my shop since last monday and its dying to get back on the road...
