Del Sol won't pass emissions

Del Sol won't pass emissions
I just got a Del Sol and it didn't pass emissions in VA. the cat and o2 sensor were replaced with stock units and still does not pass. Any ideas?
Here are the numbers:
hc ppm 15mph
limit 183
mine 143
hc ppm 25mph
limit 200
mine 154
co% 15mph i failed the tests at the 15mph and 25mph marks
limit 0.73
mine 1.92
co% 25mph
limit 1.07
mine 2.00
no ppm 15mph
limit 2400
mine 2160
no ppm 25mph
limit 2333
mine 2123
the reason i put the exhaust on was because, the car had the full muffler assemble rusted underneath including the hders

and

and i got a midpipe as well from a local place

You must be in NoVa?
You haven't given a history of the car, what is its mileage, what mods have been done, which engine is it, when is the last time you've done a tune up with plugs, fuel filter, EGR, air filter, etc. Also, what year is it?

Co's are partially burned fuel particles. Try doing something to help burn off the air/fuel mixture such as spark plugs, spark plug wire, dis/coil, etc. Your NOx readings look ok and so do the HC readings. Buying an exhaust isn't going to make your readings any better or worse. The most important component is the cat.

CO is carbon monoxide. HC is hydrocarbon, that's the unburned fuel. It looks like you're having combustion problems though, yes.
I'm assuming you have an OBD1 car because you only said one O2 sensor was replaced.

Well of course he has an OBD1 car because if he had an OBD2, he wouldn't have to run his car on the dynamometer. HC's are unburned/raw fuel - correct. But Co's are partially burned fuel particles. There's a difference. And different emissions components are responsible for each. The primary component responsible for HC's is the carbon canister. But I'm not going to go into it because HC's are obviously not his issue.
