Default Cylinders 2 & 3 not firing??

Well i finally got around to getting my motor back together and cylinders 2 and 3 are not firing. Now it does have compression and it does have spark and fuel, but its not firing on those two cylinders. It did this on my old head which had 2 bent valves on cylinder 3,so i got another head and just put my rocker arm and cam assembly in this head but im having no luck.

Anyone have any ideas?? Its driving me crazy and i just want it finished.
