Does anyone know how to repair carbon fiber once the web starts to come loose from the top layer? Or where I can go to get it fixed? Is this an easy fix? Or can you post a link explaining more about what I'm asking?

If it's that badly damaged, get a new hood. It doesn't sound like a particularly high quality piece to begin with if its got exposed fabric that close to the surface.
