Exclamation Car still idling at 3000RPM

H E L P! Just installed new BISS & O-ring along w\new IAC & O-ring and the car still idles to 3000, then I tightened the BISS and still only 2,500RPM at best and it started to creep up again. This is how it was right before my waterpump went bad and the car overheated and then I did my 60k service along w\new BISS\IAC and after completing everything it still idles to 3,000RPM!? Also noticed N O resistance between pin 2&3 on the old IAC! The other pins showed 29ohms(normal for oem), the new IAC shows 39ohms(normal) on all pins.

Again car over heating and high idling happened at the same time. Now there's no overheating, just that high idle.

Are any of the belts tensioned to tight causing the engine to run high RPM?
Was there damage to the ECU(from the IAC resistor pin 2\3 short\open) causing the car to permanentley want to idle at 3,000RPM?

Condition:
-no leaks
-no overheating(as far as I know I haven't run the car for longer than 1min.)
-New IAC\O-ring
-New BISS\O-ring
-New Waterpump
-New T-belt w\new t-belt idler pulley, tensioner w\new tensioner idler pulley.

take your intake off and hold your hand over the trottle body opening cuttin off all air to the motor, and if your motor stays on then you have a vaccum leak. and then you should be able to pin point extactly where the leak is. good luck

Car cutoff as soon as I took the intake off. Should I have someone have there hand over the TB hole while I'm starting the car?

Auto started the car with my hand over the TB opening, and car was sputtering and died after a few seconds.

Ok it was just my coolant level

Now my powersteering belt is screeching and very tough to turn, I refilled the resevoir, is the belt tension too tight, or too loose?? I remember having it pretty tight..

Normally that means the belt is too loose.

what kind of car? They are telling you tricks for a honda, but I don't think you are talking about one.

You can also have screeching if the belt has been too tight and you're hearing a failed pulley bearing. When belts are too loose, they usually only squeal under transient changes, like when you change engine speed quickly, etc. Squealing all the time often means bearing failure.
