Default Bolt moves in/out freely

I was troubleshooting my brothers car, to see why it won't start, and when it came time to look at the starter, I noticed one of the bolts just sitting halfway in the hole. It moves in/out freely, no turning needed, and it looks like something has been welded in between the threads of the bolt, as if the block has melted into the bolt or something.

Anyone know what caused this, and a way to fix it?

If it helps, the engine is a B18B1 from a 97 Integra.

bolt doesnt belong in that hole? as in wrong size? probly has nothing to do with the problem

With the stuff in between the threads, the bolt fits flush in the hole, perfectly, looks like the correct size.

+1, sounds like the threads were stripped out and thats the metal "welded" into the bolt

So if that's the case, is that something that can be fixed, adding new threads to the hole?

the long one threads into the block. take the tranny off and check to see how bad the threads are, if bad fill and replace. its not a super stressed bolt so helicoil will do the job as the others above have said
