Re: b18b or b18a
There really is not a big difference in the motors I am only aware that the intaake manifolds are different, with both motors putting out about the same power numbers

Re: b18b or b18a
im a LS guru. good question tho
b18a VS b18b
b18a - 58mm TB
b18b - 60mm TB
Intake Manifold's
Advantage of age
Advantage of miles
B18a intake/exhaust ports are smaller and the head was recast for the B18b
The cam profile on the B18b's are more adgressive w/ slightly more lift/duration.
In 1996, they put the oil separator in the valve cover (like the B20). But the hole in the back of the block was sealed with a large bolt. You could always add that section back on as additional crank case venting will be needed for high whp . You might look into this. I ran my venting from the valve cover and the rear of the block.
pre 92 have obd0 electronics
92-95 have obd1 electronics
96+ have obd2 electronics
96+ changed valvecover styles.
In Japan obd1 JDM LS was given +1mm larger intake valves
90-91 B18A- OBD0 130 HP restrictive head design.
92-93 B18A- OBD1 140 HP better flowing head
94-95 B18B- OBD1 142 HP not sure how they squeezed out 2 more hp.
all of this is usdm.
But the big kicker is... you can easily find a B18a for $100-200 that is running so its all up to you. I ran 11.5 @ 121 with an LS B18a in my 92 civic hatch, no problems here
