The thermostat doesn't have anything to do with controlling the fan. The fan is controlled by a thermo switch, which turns the fan relay on. Some cars don't have a thermo switch and use the ECU to turn the fan on (based on the coolant temp sensor). All/most Hondas use a thermo switch, and yours should be no exception. I think Honda calls it a coolant temp switch or something like that.
There is a thermostat (purely mechanical), a thermo switch (on/off with temperature), and a coolant temp sensor (variable resistance with temperature; goes to the ECU).
So I guess to answer your question, fan power comes from the fan relay and the fan relay is controlled by the thermo switch (coolant temp switch).

It's usually on one of the coolant pipes or fittings. I can't remember exactly, it's been some number of years since I had a B16.
