B16A1 Vtech Not Engaging

B16A1 Vtec Not Engaging
Ok. When applying full throttle, my fuel cut off is at 7100 RPM with no VTEC. I am no mechanic, but I have a couple of friends who took a look at it.
1. Checked the Check Engine light (Was fine)(No Codes)
2. Checked the Speedometer. (Was Working)
3. Checked the oil level. (Oil Fine)
4. Checked Coolant. (Coolant Level is fine)
5. Checked the Wiring (Hasport Sub Harness) (Seems fine) (Wiring connected to proper pin location within the connectors of the ECU.
6. Hooked up a VTEC light to diagnose, still no light lit when applying full throttle.
7. Checked Vacuum lines. (No leakes)
8. Checked the VTEC solenoid. (Replaced with a working one)
I am stumped. Could anyone help me? The only other thing I have not tried is use another ECU. I have a PWO. If there is anyone out there around the Tidewater, VA Region who would like to rent out (20 Dollars)the ecu for 5 minutes to test out my car, please let me know. I do not want to spend a couple hundred dollars if that is not the problem.

Now did you check that you have adequate OIL Pressure?
u can have all the oil in the world, but if that pump has gone bad... no VVVVVVVVVVVVTTTTTTTTTTEEEEEEEEECCCCCCCCHHHHHHH!!!!
