hes right, i was looking at part numbers for springs and retainers between vtec and non vtec b series and they are different

Not surprising. VTEC engines have a higher rev limit, so the spring rate would be different, and the springs would probably be slightly more expensive. This is a game of pennies in high volume, so draw your own conclusions.
