If you're talking about moving the steering wheel without really making that car turn, that's because the steering geometry changed when you lowered it. You probably need an alignment also to get rid of the camber wear, which is most likely actually toe wear.

Oh, well that changes things a little.
The first thing I'd do is to get an alignment. Chances are that with the age of the car, there might be some sloppy bushings, etc. But, the tire wear you're talking about and the steering problem both sound like an alignment problem, most likely an incorrect toe setting. Once you know the alignment is correct, you can see where you stand and replace any worn components if necessary.
You can also replace worn components first, but I suspect that most of your problem is alignment so I'd do that first. Worn bushings can make the steering feel sloppy, but they won't generally cause abnormal tire wear.

most likely bad tie rod ends. jack up the front of the car. grab the tire one hand on each side and wiggle it side to side like you're trying to wiggle off the wheel. if there is play either your inner or outer tie rod ends are bad. you need to have someone look at them while you're shaking the wheel to see which one has gone bad (the outers usually go first from my experience)
