When I got a ticket in new kent county several years ago (86/55) I drove to the courthouse and found the nearest lawyer office. As I expected, he knew the local prosectutor and was able to get the reckless ticket lowered to speeding. I still had to pay the same fines but the speed was lowered to something like 71/55.
