Moisture in the Electrical system is never a good thing and will cause shorts, this is were a good multimeter and a lot of time come in handy

ok so i dont hear the fuel pump prime the first 2 or w.e seconds you put car in run position. it has pressure in fuel filter for a second though when car is started, and will stay on if my foot is on the clutch and key is completely turned...

it honestly sounds like a bad main relay to me or a bad ignition switch. if the ignition switch is bad then the white part that you can "stick a screwdriver" into is bad since that for the most part IS the ignition switch. the part the key goes into is just the tumbler and really has nothing to do with the switch.

this went bad on my last civic and my 96 prelude, u can go to pick and pull and its a 10 dollar fix.

and if you have a stock fuel pump with full interior its a little harder to hear the pump prime from inside the car. to check mine i just took the bolt off of the top of the fuel filter and if it shoots gas then its fine but if it just leaks out then the pump is bad. im sure theres a safer way to do this but this is just how i did it.

yeqa i did that too, and it shot out..i just took ouyt the backseats and got to the pump, and took the 2 connectors out, and they are full of gunk inside them, im gana try to attemp to clean em, if not just buy new ones

it also sounds like the main relay to me also, it could be getting hot and shutting it down. everyone knows that Honda had a issue with cold solder joints on their main relays, hope this helps you
