My cousin was killed walking to a McDonalds by a drunk driver at 4 in the afternoon. This was to be the guys 7th DUI. His license had been suspended and he had served jail time prior. Unfortunately while the prosecutor wanted to lock this guy up forever, my aunt and uncle were too grief stricken to get involved. My aunt is still fucked up to this day.

Jailtime costs money and those places are overcrowded as it is. It's not in the govt's best interest financially to lock up every DUI for an extended period of time. Sad but true. For a more realisitic deterrent I'd recommend much much longer license suspensions, like 3-5 yrs first offense, and like 10k in mandatory fines.
