Has the car had aftermarket glow gauges or white face gauges put in, I've seen these stick when you put in the little phillips screws back in that center, because it sometimes off sets the white face gauges if they aren't made will and barely touch the needle making it stick. If not sounds like your floats stuck in your tank.
