I really don't want to have to ship it to a non-local buyer, the price would double because of the shipping charges...

It's length-adjustable, so you should be able to adjust the PSI. And I'm not sure if it'll fit your 2871R, it depends on the angle your turbo is clocked at. The bracket on this actuator is angled, maybe 25*?
