Last name Pham, Red Civic Hatchback? Springfield?

A year ago... I had a B16 powered CRX.... It was found in Jessup Md., stripped.... I parted out/sold the car shortly thereafter.... I just got a letter in the mail from Fairfax County Police... They impounded a red Civic Hatchback in Springfield. For some reason, they think it belongs to me. The only reason I can think of is if the dashboard in it was out of my CRX... If that's the case, the cop would've gotten the VIN there.

Or....he built his pos out of stolen parts and knew it the whole time. Why was the car impounded by FFX? (racing, stolen parts,
non-matching VIN #'s, etc?)
What was the first name? Pham's with civics in Springfield are
like Smith's with Fords in Oklahoma. A little more info needed...
