My friends dad is a contractor for the FFX police and they loan him a police car to drive. I can certify that at least HIS is a supercharged v8.

No, 99% of them don't take bribes. Honor and honesty are still very important principals.
Yes, there are speed limits as low as 30 km/hr and they will bust your ass quick if you don't follow the rules. However, most of the time is so freaking crowded on the streets (Tokyo) that you couldn't speed if you wanted to. Out in the country side you may be able to step on it more since they really aren't very many cops patrolling the areas between cities. However, the tolls to get to the countryside will rock your wallet.
