Default diverter

ok. me and my bro installed my bros diverter. i was told the diverter makes a sound with all hoses on the valve. it doesnt for my bros car. its a bailys diverter. and if u leave the top hose off, it sputters when u rev like a stock bov. can someone tell me if its safe to run the car without the top hose.

this is on a 04 GTI 1.8t
