I believe it to be the datalogging cable. The system originally came with 2 other cables, one allowing a shift light to be set at a certain RPM, and the other for a rev limiter. I am not very familiar with the item as I never installed it, but im sure you can find out more by downloading some manuals from Hondata.
This is how it would look if it was hooked up. I think the piece on the right is the cable attached to the Chip is from the burner, which is only on until the EPROM chip is burned.
