why do you have a chipped p28 on a stock ls? $1500 on top

i got the stock ls ecu when i bought the swap, but the cars obd1 so my buddy programed a chipp for a stock ls and put it on the p28...aka cheaper than buying the converter for obd1 to obd2..works the same..
