Keef- If you plan on modifying it then that is a good deal. All those mods quickly add up to 700 easily. Just like a car , you are buying something that was already modified so need to make sure the previous owner didn't ghetto rig stuff.
See how much the owner weighs because the ruckus will perform completely different if you and the owner are in completely different weight categories. The CVT is very particular when tuning to different people's weight/height due to more/less drag and the obvious more/less weight.
Oh and the last thing, that ruckus is a 05, meaning that the rev-limit is set to 8200 RPMs (vs the 8800 RPM on 06-11) and that it doesn't have a PCV system to relieve pressure from the crank case. This may never really become a issue, just stating it so that you can possibly use it to talk him down.

it accelerate harder but pull less anything after 30. still tunin it. i just want it to pull evenly
before: it gets up very slow to 30, once hit 30 it pull very hard
now: it pulls harder than before and evenly all the up to 40
