Any tire shop should be able to do it. Normally they have a air line that screws on the valve stem to put the air in fast. If you can't get it with just screwing the line on, pull the valve out the inside of your valve stem and then screw the air line on. That will let more volume of air in it.

Luckily at my shop we haven't had a customer ask us to mount something like that. I sure as hell won't want to do it. Putting on a 35 series tire is enough to piss me off lol... Or when you get those cheap ass tires from a warehouse and they stack the tires on the ground so the beads are about 1" from touching, then we gotta try to mount it

215 is normal for a 7 or 7.5, certainly not for a 9.
