Get some sandpaper, starting at a relatively rough grit and working up to pretty high, even could use a wire brush on a bench grinder if it was rough enough, some rubbing compound and some polish. Give yourself an afternoon and its all done.

wet sand start with 600 and go all the way to 1500 then get a drill and attach polishing pad and go to town with some blue magic compound!!! I polished everything under the hood of my lude but its a pain in the ass because you have to keep on top of it all the time to keep it looking good!! Im actually gonna powder coat everything because im sick of it and chrome is to bling bling for my taste.
