Do they really consider that "far west end"? That seems like a stretch. To me west end runs from University of Richmond to Boulevard.

<<<< im not in the west end ( near RIC airport ) but I heard something very similar. I had just laid down at about 10:30 and heard a low boom, then approx. 10 sec.s later a bunch of distant crackling, then the lights "blipped". About the time I brushed it off ( it is the east end after all ), the dogs started howling at sirens.
