Actually, its much better than the t25 that you think. Yes a t28 has a journal bearing center section, but will hold more than 12 psi till redline and is able to ekk out 320+ hp. It can hold a rock solid 18psi without blowing copious amounts of hot air.
Its basically 1 notch down from a GT28rs or disco potato (almost like a gt2860r without the ball bearing option).

I am not certain about that. If the RWD sr20det responds anything like the fwd sr20det to BC stage 2 cams (which I am pretty sure they will), you will have power just about everywhere except below 3k.
I can bring up a CAM test shootout if you wanna see dyno numbers.
It seems as far as bang for the buck is concerned, a $2-400 set of BC stage 2 cams can net you upwards of 20-30 hp on a bolt on sr20det, without any changes in anything else (same boost level, no tuning, etc). Just drop right in!!

I had some Greddy easy cams and I lost ~20whp/20 ft lbs from ~2k to 5k. I only gained 9whp up top on top of that. It shifted the whole powerband and killed the mid-range. They were 256/264s.
A T28 is going to fizzle out at around 290-300hp. I put in some S15 injectors and only made 254whp (granted on emanage). The turbo barely sustains 16psi, I mean a brand new one will probably make a little more power, and real engine management will definitely gain some power. Most people I've seen with a T28 set up is making around 275-280, but I know they CAN make more power, but 320 isn't happening. GT2860RS' barely make over 315, you've got to get a GT2871R to make anything past that.

As I said, the T28 is a very capable turbo for what it is (and figure slightly lower numbers from more drivetrain loss in RWD setup, but not much)
As for the cams, the BC stage 2s are 262/262. I will get you some dyno sheets to back up my statements about the BC cams.
Well there must be a significant difference in drivetrain loss because on 10psi I only made 234whp and on 16psi I am making 254whp SAE corrected.
Also, what is the compression ratio on the FWD SR20s?
On a RWD SR20 you will not make 300hp on a T28, it just isn't going to happen - and if it does happen the turbo isn't going to last too long.

The one car that made 316 is using a U13 engine (japanese bluebird) and the compression ratio is 8.5:1 (right about the same for a RWD SR be it black top, red top or s15 black top).
USDM (NA) motors are I think hovering around the 9:1
JDM turbo sr FWD (avenir w10 and w11, and bluebirds which are the ones mostly used and available) are 8.5:1
So not much difference there between the FWD SR and the RWD SR (small differences like the cam dowel between the two but nothing that would affect power)
Stock (mostly pulsar/journal bearing) T28 on a SR FWD NA normally makes around 200+ WHP on stock wastegate boost (around 9 psi). GTI-Rs make a bit more (better head design, ITBs, slight bump in compression are the major differences)
So I am not certain what is going on with the RWD crowd and producing good numbers from a T28 (and either S4 cams or BC stage 2 cams)
