Default Window Tinting and Super Whites???

Two questions for anyone who can help me out...

Firstly, is tinting the front side windows legal in VA? If yes, does anyone on this site have some experience professionaly? If so, let me know how much it will be...using some decent tint paper too, not the cheap kind that doesn't come off if I ever wanted to strip it. I just need the front two sides tinted for my 4runner.

Secondly, any recommended brands or stores where I can pick up some true "super white" bulbs 9500 and 9600's? Not the blue coated ones, but a genuine super white with decent quality and affordable pricing?

Thanks for reading.

i'm pretty sure that 35% is legal for the front windows, but i've heard of many people not getting harassed for 25%.

ithink its 50% in the front left/right windows, and 35% in the back windows, and edit: read the post below about tinting your windshield

NOT TRUE. If you have a particular form from your doctor you CAN have tint on the windshield.
