17. – INSPECT AIR POLLUTION CONTROL SYSTEM (1973 and Subsequent Models) FOR:

* Installation.
* Operation.
(NOTE: This includes the catalytic converter and the fuel tank filler pipe.)

Had my exhaust welded to the header, they didn't realize until after the work that I didn't have a cat and freaked out, "Do you have cash? I don't want a paper trail leading to me saying I worked on your car without a cat." ....Yeah it's pretty important in VA.

Even if you paid cash, they should still have created a repair/work order.

just so you kno the cat does nearly nothing to performance so no need to hollow it out and yes its required on all safety inspects in the us

depends on which vehicle.... A lot of the V8s see a damn good improvement without one. Where as a 1.5 civic.... not so much
