I'm looking at this '89 Supra with the 7M-GTE (JDM) engine swap, the engine has 60k miles and the chassis has 230k.

What should be offered to pay? It's listed price is 4500$, but im thinkin 3500$ as the KBB for it is 2.5k

i would go for about 3k unless the body and interior is in immaculate condition.
if there is rust spots and interior is kinda shabby.....i would go for about 2.5-3k
also see if he has service records....it would be nice...and make sure the person did an actual swap....youd be surprised on how many people claim they did swaps and all they did is just switched out a tag or a letter or something.
