He is saying the 'rims' are stock for those wheels, because 90% of the people out there say 'rims' when referring to wheels, when the rim is actually just the outer edge of the wheel that the tire bead seats on.

The term "rims" makes my fucking guts boil. Unless, of course, it's used properly, but that's a really rare occasion.
