If a cheater bar won't do it or you can't get an impact on it, heat it till cherry red then apply muscle. Careful if theres any bushings or plastics around as they tend to melt. . .

Try lacquer reducer (for thinning paint to spray), not the lacquer solvent (can't remember the name) for cleaning out paint guns, etc. Reducer will generally remove fresh paint a faster than older paint, so if you're careful then you'll probably have good luck. Lacquer solvent is a lot more aggressive and might give you a nasty surprise by taking all the paint off. Stay away from aircraft stripper.
