Uhmmm im surprised not too many have mentioned the Volvo 850's or S70. Although, you probably can't get an S70 for $7k. The 850 T5's or T5R's will hand any car listed above its ass as far as power is concerned, and with a chip and exhaust (about $800 total, maybe), you're at 300hp and almost 350 torque.
Not to mention they last forever and are pretty good on maintenance. Also, the GLT's are Turbo, it's just a smaller turbo running at only 5-6psi, while the T5's and T5R's feature a 15g running at 10 and 12psi respectively. The chips push them up to 275hp at 17psi, which can be had from several companies such as Upsolute, www.upsolute.com.
Some parts can be expensive, such as suspension, but then again you're dealing with a luxury car, not a Honda.
