Depends on whether or not that county requires emissions. I believe there is no way around inspection. Your best bet is to google the laws where you plan to register the vehicle.

Well, first you actually have to live there. If you don't live there, it's illegal and fraudulent to register a car there. Second, you'd still have to get a Maryland inspection and some Maryland counties, specifically the ones all around DC, require emissions testing, so you may not be saving yourself anything.

read the VA DMV website.. if you have a valid Test paper from the last 12 months, then you can register the car in Fairfax County....

If you dont want to/cant afford to fix the car so that it can legally pass inspection/emissions then I would look for one that doesn't need anything.

all it needs is a new turbo i was just wondering becuase the guy im getting it from sad its old enough to get historic tags and i wouldnt need to got threw emissions if you know any one selling a turbo that would fit let me know

It's not old enough.

My Dad's '84 VW Rabbit needed emissions in PWC.

Regester it as a street rod = no emissions/lax inspections

though it has mileage per year limits

dont quote me on this but i believe its 6000 a year.....but i would just get the damn thing fixed *as long as your getting it already for a good price, if not, than dont buy it....it sounds like its goin to turn into a hassle. If the previous owner didnt keep maintenance up enough to worry about the TURBO, than god knows what he was lacking as far as general maintenance.....

yea im getting it for a good deal im going to replace the turbo and put a new head gasket on it becuase there famous for popping head gaskets
