elbow grease, sand paper, and 3m metal polish. sand the pipes down then polish away. or take them to a powdercoating place and have them do it. they can just beadblast them to make it easier for you to polish as well.

Go to home depot or lowes. Look in the tool section or ask the clerk for these supplies.
You can buy an inexpensive kit for this. should come with a buffing wheel(s) and polishing compound(s).
You can use a drill to turn the polishing wheel.
I used this kit to polish my old motorcycles frame.
I also used several fine grit sandpaper sheets to smooth things out at first. Then used the wheel with the compound.
At the end I used some mothers polish to clean it up.
It came out to a mirror shine.
If your IC pipes are already smooth, you could probably skip the sandpaper
Good luck

for IC piping, nothing beats a good sisal wheel for cutting, and flap wheel for finish. on a stand mount motor (a bench grinder works also)
doing something with as flat surface as a pipe is kinda tricky to do with a dremel, it will usually wind up being splotchy.

If you have a bench grinder, that will help a lot too. You can get nice buffs for bench grinders, and do it really fast that way. It's nice to be able to hold the pipe and have the tool stationary instead of the other way around.
