i would go with getting them tinted as opposed to the covers. i had the covers on my 00 cavy back in the day, couldnt see shit at night.

They are indeed illegal. But sometimes it depends on what kind of car you are driving. I knew this guy who had a 94 Mustang with tinted headlights covers. He got pulled for all types of shit, but not once for the headlights. 3 years so far.
