Some editors like frontpage will insert the author meta tag automatically every time a page is saved. And by looking at the code he used to insert a blank line (< p align="center">& nbsp;< /p> instead of just < br>), he obviously used some sort of WYSIWYG editor to generate the html. MS Frontpage is notorious for leaving paragraph tags all over the place exactly like this.
