Front plate law

I was wondering what the front plate law was.......
I've been driving around with my plate on my window and a Military cop gave me a ticket and referenced a military instruction. And he then asked why I didn't have it attached to the bumper and told him that the dealer I bought it from didn't have a plate holder on the bumper! And that is the reason there is no holes on the bumper.

From DMV:
License Plates
DMV will issue you two license plates, two decals showing the expiration date, and a registration card. Place the decals as indicated on the plates. Place the plates on the front and rear of your vehicle so that they are securely fastened and clearly visible. If your vehicle is a motorcycle, DMV will issue you just one license plate for the vehicle.

It is illegal to mount license plates frames, colored glass, plastic or any other type of covering on your license plates that alters or obscures the letters, numbers, decals or the state where the vehicle is registered, and when the registration expires.

§ 46.2-715. Display of license plates.

License plates assigned to a motor vehicle, other than a motorcycle, tractor truck, trailer, or semitrailer, or to persons licensed as motor vehicle dealers or transporters of unladen vehicles, shall be attached to the front and the rear of the vehicle. The license plate assigned to a motorcycle, trailer, or semitrailer shall be attached to the rear of the vehicle. The license plate assigned to a tractor truck shall be attached to the front of the vehicle. The license plates issued to licensed motor vehicle dealers and to persons licensed as transporters of unladen vehicles shall consist of one plate for each set issued and shall be attached to the rear of the vehicle to which it is assigned.

i think the key word there was "fastened" and putting it up on ur dash doesnt count as that, so im sure they could still ticket you for it if they choose to.

Sounds like there is a loop-hole there. As long as the plate is attached the the front of the vehicle it will be legal.. doesn't mean it HAS to be the bumper.
